as: TL;DR, current state, what's done per milestone, what's next, locked
decisions, open questions, repo state, how to run + verify, gotchas,
file map, POA&M state. Mirrors the DCYWP PHASE_2_STATUS pattern so
anyone (or a future session) can pick this up cold.
